Nogales Firefighter Files Federal Complaint Alleging Sexual Harassment and Retaliation

Stephanie Lopez, the only female firefighter in the Nogales Fire Department, has filed a federal complaint against the City of Nogales alleging a hostile work environment, sexual harassment, and retaliation related to her postpartum medical needs.

The complaint, filed in U.S. District Court for the District of Arizona, details a series of incidents beginning in early 2024. Lopez alleges that Fire Chief Kenneth Larriva interfered with her ability to express breast milk on duty — ultimately reassigning her to a room he could observe through a window from his office. She further claims she was passed over for a promotion despite being among the most qualified candidates, forced into physically demanding tasks that violated her medical restrictions, and that city officials dismissed her complaints rather than addressing them.

Lopez is represented by attorney Pilar Mendoza of Bache Lynch Goldsmith & Mendoza PLLC. She is seeking a jury trial and damages for lost income, emotional distress, and attorneys’ fees.
